Network of Employability Support and Training

What is the Network of Employability Support and Training – Vocational Training Framework (VTF)
The Capital City Partnership (CCP) aims to establish a new Network of Employability Support and Training (NEST) Vocational Training Framework programme (the Framework) on behalf of the six local authorities under the ESES CRD (Edinburgh, Fife, Scottish Border, West Lothian, Mid Lothian, and East Lothian) and the University of Edinburgh and Napier University.

It is anticipated that other public bodies may also look to make use of the Framework once established. The new Framework will provide employability and vocational training to complement current employability and skills support provisions. It will offer upskilling and progression opportunities for both those seeking employment and those in employment but facing uncertainty in their work or in-work poverty. For some local authorities, this opportunity will partly be funded under their No One Left Behind Scottish Government Phase 2 allocation.

Through the agreement established by the Framework (the Framework Agreement), CCP aims to provide funding to and work alongside organisations. We see the future relationship with successful framework providers as a partnership rather than that of a traditional funder/grant recipient.

The Framework Agreement will be for a period of 3 years and shall be divided into lots, with three Potential Suppliers appointed in respect of each lot. Following the initial 3-year period of the Framework Agreement, and at the sole discretion of CCP, the Framework Agreement may be extended by a further period of 1 year. The Lots for the Framework Agreement shall be as follows: 

  • Hospitality including Food Prep
  • Health and Social Care
  • Early Learning and Childcare (ELC)
  • Manufacturing, Transport and Distribution
  • Construction
  • Design and Creative Industries
  • Business and Financial Services
  • Retail
  • Miscellaneous.

How can I find out more and take part?
This is to notify all interested parties wishing to apply to be part of the Framework Agreement, that the tendering process in respect of the Framework Agreement has now started and is conducted exclusively via the Public Contracts Scotland (“PCS”) website and all documents relating to the procurement procedure are now available on PCS.

Who do I contact with any questions?
Questions in relation to this procurement procedure should only be sent to CCP via the PCS website. The deadline for questions is noon on Sunday the 13th of February 2022. Potential Suppliers are encouraged to ask questions, particularly where they may be experiencing difficulties in completing the submissions. All questions and responses shall be made available to all Potential Suppliers via the PCS website.

What is the application process?
Those interested in applying should note their interest via the PCS website. Once a note of interest has been made, potential bidders can download the Single Procurement Document (SPD) which contains full details of the framework and instructions for bidders. The SPD must be submitted via the PCS website by noon on Thursday the 24th of February 2022. For the avoidance of doubt, those Potential Suppliers that intend to bid for more than one Lot must submit a separate SPD response in respect of each Lot being bid for.
